This RFP is for the acquisition of commercial services. The Government intends to award an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to the responsible offeror whose proposal conforms to the terms of this solicitation and represents the best value to the Government. This acquisition is set aside for competitive 8(a) participation. Offerors must be certified and active participants in the SBA 8(a) Business Development Program at the time of initial offer submission. The Government will utilize the Lowest Price Technically Acceptable (LPTA) source selection approach in accordance with RFO FAR 15.103-2. Under this approach, best value is expected to result from the selection of the technically acceptable proposal with the lowest evaluated price. Proposals will be evaluated strictly using the criteria set forth in Section M - Addendum to RFO FAR 52.212-2, Evaluation - Commercial Products and Commercial Services.
