Tinker AFB 2026 Multiple Award Construction Contract (MACC)- Draft Request for Proposal (RFP)

Furthermore, the Government’s decision not to procure, award, or fund projects described herein shall not entitle offerors to an equitable adjustment, claim for reimbursement, or any other form of compensation. The Government is contemplating awarding two contractor pools as follows: Small Business Pool: Task Orders under $10M Full and Open Pool: Task Orders $10M or above Small Businesses will have the opportunity to compete in both the Small Business pool and the Full and Open pool for award of a MACC. The Government anticipates awarding one 5-year contract with one 5-year option period. Historical project magnitudes and anticipated project magnitudes are attached for review. Specific Independent Government Estimates (IGE) or contract award amounts will not be provided. Anticipated project magnitudes are not guaranteed and are subject to change at any time. Additionally, anticipated project magnitudes should not be used to guarantee award of task orders for offerors awarded a MACC in either pool. _______________________________________________________________________________ 22 January 2025: RFI responses that are answered now are uploaded. 22 September 2025: The Government has been notified that some attachments are locked and unable to be opened. The attachments have been uploaded in a format that they should be able to be opened. _______________________________________________________________________________- This DRAFT Request for Proposal (RFP) for Tinker AFB’s FY26 Multiple Award Construction Contract (MACC) Indefinite Delivery Indefinite Quantity (IDIQ) effort is being released to provide early engagement with industry and gather valuable insights from potential offerors. Feedback provided will be reviewed and potentially utilized to help refine this requirement and develop a comprehensive and effective final RFP. This draft is not a formal solicitation, no contract will be awarded based on responses to this draft and will not obligate the government for any costs associated with responses. We encourage potential offerors to review the Draft RFP and all of the attachments. There will be a windshield tour on 1 October at 0900 for all interested parties to get familiar with the base. Please R.s.v.p with the POCs by 24 September if you’re interested in attending. Any questions about the draft RFP must be submitted in writing by 1300 on 8 October.
